Minutes for CLAS Task Force on Shared Governance

Minutes
- The meeting was called to order by Jed Keesling at 10:45 am.
- The meeting began with general discussion about recent events surrounding the Task Force and the College.
- Jed Keesling suggested that one thing that recent events brought to his attention is that the Task Force needs to communicate with the Faculty of the College and prepare it for the proposals that it will be making. Carol Murphy said that we need also to explain the history of the committee and its charge.
- John Moore brought up that he had spoken to the Student Senate and mentioned to them the plans to include students in the shared governance of the College.
- Ron Randles suggested that after reading the Constitution of the College of Design, Construction, and Planning, he felt that the whole CLAS Constitution needed to be rewritten.
- John Leavey said that we should perhaps include in the Constitution a limit to the number of committees on which an individual could serve.
- There was discussion of the memorandum sent to Jed by Provost Fouke. There was discussion about interpreting and implementing the request in the memo. The committee concluded that the documents of the College should be reviewed by legal counsel before coming before the College Assembly.
- Danaya Wright suggested that the Preamble of the Constitution would be particularly important. It would define the purposes of the College and its Faculty.
- In answer to David Hackett, Danaya Wright said that the Provost should be informed of progress made by the Task Force, but should not interfere unless there were specific items in documents that were legal matters or would affect the proper function of the Office of the Provost.
- Danaya Wright also recommended the Constitution of Design, Construction, and Planning as a model. She said that that Constitution and others had all be sent to Barbara Wingo, University Counsel, for legal review. The Provost had not been involved except to be informed.
- Danaya Wright also said that the CLAS Task Force should report back to the Faculty Senate by April 30, 2007, on the progress toward shared governance in the College. Provision should be made for continued reporting to the Senate.
- Jed
Keesling brought up a plan of action for steps to take to inform the
faculty and allow their input on the steps being taken to implement
shared governance. After discussion the following steps were decided.
- (1) There would be two Faculty workshops held Nov 28, 6 Period, and Nov 29, 9 Period. John Leavey will secure rooms for these meetings (hopefully the Keene Center for the Nov 29 meeting). Both rooms should be central to the CLAS buildings. Amelia Hugus <ahugus@ufl.edu>, the Secretary of the Faculty Senate, could be used to help secure the room. Jed Keesling will plan on being at both of these meetings. As many members of the Task Force as possible will also be present. Jed will ask for commitments so that there will be adequate representation of the committee.
- (2) The workshops will be announced to the Faculty and materials will be provided for the Faculty to review. These materials will be available at the CLAS governance website.
- (3) Jed will meet with Joe Glover and review the progress being made toward shared governance.
- (4) The Task Force will meet again on Wed, Dec 6 (10:40-12:35, Griffin-Floyd 201), to review what should be done next.
